In June of 2010 information surfaced about a threat of bodily harm made by convicted spouse abuser Dr. Homer Earle Carter, Chief Academic Officer of the Cedar Hill School District. Prior to making the threat of violence  Dr. Carter was reported to Director of School Operations Mr. Kim Lewis earlier for using profanity, and striking a table in anger during a open meeting.

According to a conversation held later, Kim Lewis stated that other employees came forward and reported Dr. Homer Carter’s actions during the meeting. During a meeting with Lewis, I also shared with him  what I had witnessed with regards to  Dr Carter’s behavior, and voiced concerns again about anger issues that were on full display for the world to see during the open meeting.

Approximately 2 weeks later I was called into former Cedar Hill isd Principal Michael Timms’ office and told that Dr. Homer Carter had instructed him to inform me that if I were to attend a Cedar Hill isd planned administrative retreat he would do bodily harm to me should I attend.

Principal Timms stated that the threat made by Dr Homer Carter was witnessed by another member of the Cedar Hill Independent School District.  I reported the incident to Mr Kim Lewis who took no action, therefore I reported the threat made by Dr Homer Carter towards me to the Cedar Hill Police Department.

After asking me to allow him to handle the situation, I patiently waited for Director Kim Lewis to  address the issues of Dr Carter making threats in the work place, but after waiting for months, I came to a conclusion that Director of School Operations Mr. Kim Lewis had no intentions of following through on his promise to me to handle matters with Dr. Homer Carter.  Following my meeting with Kim Lewis, Dr Homer Carter continues to enlist subordinates in his brand of retaliation toward me by attempting to cast me as a bad employee.

Six months later, I emailed Director Kim Lewis and inquired about his promise to me to address the situation of the threat made towards me by Dr Homer Carter to Cedar Hill isd’s Superintendent of Schools, Mr Horace Williams.

According to Kim Lewis he never spoke with the Superintendent, and the matter had simply slipped his mind. After 6 mos, Director of School Operations, Kim Lewis conducted a investigation into the threat made by Dr Homer Carter towards me, and as usual Kim Lewis’ summary found no fault in the actions of Dr. Homer Carter.

Although Kim Lewis’ summary absorbed Dr. Homer Carter from all wrongdoing, it did  contained some vital information about Dr Homer Carter’s behavior, and the fact that trustees of the Cedar Hill isd had knowledge of Dr. Carter’s issues with anger.

According to the investigative summary conducted by Kim Lewis, members of the Cedar Hill isd school board took steps to address Carters issues with administrative staff, by placing him on a growth plan for anger management, but allowed him to harass, intimidate and retaliate against other employees of the school district especially those employees who filed complaints against him.

The Cedar Hill Board of trustees placed employees in danger by its failure to properly address the issues of angers of Dr Homer Carter, and protect staff including female administrators Dr. Dawn Brown, and Dr Karen Crow.

A copy of the threat that was made by Dr Homer Earle Carter and reported to the Cedar Hill Police Department, along with  audio of the meeting held showing that Cedar’s Director of School Operations Kim Lewis had knowledge of the threat made by Dr Homer Carter, and took absolutely no actions to stop him has been posted above.

  2. Only in Cedar Hill where you can make a report to the Cedar Hill Police, and nothing happens. Not the first time something like that happened in Cedar Hill

    Kim Lewis is worthless, and we all know administrators get paid to harass the teachers of the district.

  4. It is time for Kim Lewis to go, the audio proves that he had knowledge of the threats being made that wife abuser, and did tried to cover it up. Cedar Hill is getting like Penn State.

  5. After all the information that has come out about Dr. Homer Carter why did the Cedar Hill School District hire him.

  8. Great show today, I am a regular listener, and I find it strange that a school district could allow such things to take place at that school. It appears that the emphisis is not on educating the students, but on forcing out all those who take a stand against this corrupt system.

    I listened to the show every week, and I think Horace Williams should be the first one fire for covering for this man. Kim Lewis does not get involve with issues that affect minority children, or parents

      Concerned, we can stand together, and send a strong message by voting no against any attempt to pass a bond package for the school district.

  13. The stories being posted on this sight are alarming, and after listening to the show, I came away seeing a side of Cedar Hill administration I do not like. The audio is very disturbing, frightening, and alarming as to how the district protected the abuser with the help of those whose charge was to protect the interest of the community. Kim Lewis must step down, or retire as soon as possible.

    It was more than Mr Lewis who failed to act, a lot of the blame should be directed at the Superintendent Horace Williams for his lack of leadership.

    As a parent and former substitute teacher in CHISD the actions of some employed by the district are egregious. During the 2010 – 11 school year I filed several grievances with the district against Bessie Coleman, Principal Constance Ramirez, several of the teachers, and CHISD Police Officer Richard Adams. September 2010, in a meeting with Ms. Ramirez and other Coleman staff I as a parent said to Ramirez you have life and bullshit mixed up. The use of the word bullshit got me a citation for disorderly conduct and disturbing the peace. I was not allowed on school grounds to drop off or pick up my son who was a student at the time. Neither Horace Williams nor Kim Lewis did anything to investigate or resolve this matter when I requested the matter be investigated. What did happen was to have me served the citation Ramirez had her secretary Ms. Modkins call me to arrange a meeting. I with my husband went to the meeting and when they refused to tell me the reason for the meeting my husband and I got up to leave. When we got up to leave Adams grabbed my arm at which time I told him to let me go he then turned to my husband (a kidney transplant patient) and pulled his mace in a stance to spray. Ms. Ramirez in a sworn statement lied to Adams citing I was talking in soliloquy, in decibels that could be heard throughout the halls, I hurled profanities at her and was demeaning in the insults I directed at her. This is only a couple of the incidents that we experienced that school year. It is a shame that these people are only concerned with the paycheck that they draw (via our tax dollars, state and federal monies) and not the education of the students they were hired to serve. My thought is a respectable baboon could do a better job.
