Perhaps this article maybe coming too late for former Cedar Hill Independent School District female Principals Dr. Karen Crow (retired), and Dr. Dawn Brown who had her position dissolved by the Cedar Hill ISD. Both female administrators filed grievances against Dr. Homer Carter Director of Curriculum and Instruction citing Homer Carter’s issues with anger towards them as reasons for filing complains against Carter.

Prior to the two ladies filing grievances against Dr. Carter in 2010, there were several grievances filed against Dr. Homer Carter including grievances by former Cedar Hill ISD Principal Michael Timms, and myself Frank Hammond each of us describing episodes with Dr. Carter where he displayed acts of violence, or talked about violence in the work place.

In September of  2008 I received a phone call from Dr. Homer Carter in regards to a group of parents complaining shortly afterwards Dr. Carter made a visit to my office to discuss his concerns.  According to reports written by two office staff members, who said that when Carter arrived at the building he was very upset and starting yelling and banging on the doors in the office area and cause a disturbance.  He found me in the media center and asked me to step out of the building with him where he began to speak about the complaints, and concerns  of the parent of the Cedar Hill community.

All of a sudden his demeanor, and his voice quickly changed and he became very angry, and in his anger he started using profanity towards a former assistant principal by the named of Traci Hall.  The more he mentioned her named, the madder he became, and he began referring to Ms. Hall as a White Bitch, and said she was out to get former Principal Michael Timms by causing problems with the monthly school reports turned in by our school.

Prior to that meeting I had never had a meeting with Dr Carter by myself, therefore I found his calling Ms Hall a white bitch strange since he barely knew me, and I felt that Dr. Carter had been drinking. I later reported the incident to my supervisor former Principal Michael Timms, and told him that I thought Dr. Homer Carter had a drinking problem because of the incident, and his behavior on that day.

After meeting with Traci Hall later, I informed her of the words  Dr. Carter used to describe her, and how he called her a white bitch during his visit to our campus. Traci Hall reported the incident to Kim Lewis Director of Operations, who reported the incident to school officials. In response to my reporting of the incident involving Dr. Carter and Hall, Carter responded by ordering former Principal Michael Timms to write me a letter of reprimand for failure to perform my duties.

A grievance was filed against Homer Carter by me in October 2008 for retaliation, and during the Level I grievance hearing, Dr Homer Carter displayed such anger that he refused to answer the allegations being made against him. Hearing officer Executive Director Shana Nix pretended that she forgot to record the hearing, and therefore made up and excuse for ruling in favor of Dr Homer Carter in the Level I hearing.

I appealed to Kim Lewis in a Level II grievance and I expressed to Mr. Lewis that my main concern was with Dr Homer Carter’s anger issues, and  the comments he made towards Traci Hall, and how HR Director Nix never addressed the issue. Kim Lewis made a visit to my office and I recorded our meeting, and I reported to Lewis how Dr. Carter had also made racial remarks towards the white people of Cedar Hill community.  I also informed Kim Lewis that I have proof of my allegations of anger issues by Dr. Carter, and I could proves my case if I needed to.

Kim Lewis informed me that the Cedar Hill board of Trustees had placed Dr Homer Carter on a growth plan for anger issues, and for the moment, I was OK with the fact that Dr. Carter was getting help with his problems.

After meeting with me, and receiving a copy of a audio tape of Dr Carter making racial comments as an example of his behavior, Director of School Operations Mr. Kim Lewis ruled in favor of Dr. Homer Carter in the Level II grievance. Kim Lewis only concern was how the community would react to such language used by Carter, and his goal was to keep the information from coming out.

Kim Lewis’ decision was appealed to the Cedar Hill School Board due the fact that Dr. Homer Carter was retaliating against me by using his subordinates to create a hostile work environment towards me by targeting my daily work. In my level III hearing before the Cedar Hill Board of Trustees I mentioned that my biggest concerned was that Dr. Homer Carter had anger issues that needed to be addressed.

All  attempts by me to play audios  as examples of Dr. Homer Carter’s outburst of anger before the board were blocked by board trustee Sonya Grass  who prevented me from playing the evidence, and just as HR. Director Nix, and Director of School Operations Kim Lewis, the Cedar Hill Board of Trustees ruled in favor of Dr. Homer Carter despite knowing that they had placed him on a growth plan for the very same issues involving anger.

After the board ruling, Dr Homer Carter continued to bully and harass me for two years using subordinates including Chanda McGee, Allena Anderson, Joyce Pruitt, Tye Lowe, Phylis Philips, and Bessie Coleman Middle School Constance Ramirez-Jawaid to force me out of the Cedar Hill School District.

In 2008 the matter of Dr Homer Carter was bought to the attention of members of Cedar Hill ISD’s central administration including Executive Director of H.R. Shana Nix, and Director of School Operation Kim Lewis, along with the members of the board of trustees, and they each chose to look the other way.

All evidence seems to point towards the fact that Dr. Homer Carter’s close relationship to controversial Superintendent Horace Williams was the reason why Carter has been described as being sacred, or untouchable. They say birds of a feather flock together, and such was the case with regards to those employees who came from the Houston area with Superintendent Horace Williams when he accepted the job as superintendent of Cedar Hill ISD. There were individuals in Williams’ cabinet such as Kenneth Groove who left under investigation of sexual harassment, and Dr. James Henderson who left after filing a grievance against Williams and Carter, but unlike Groove, Dr Homer Carter appears to be a regular Teflon Don.

October 2009 former Cedar Hill Principal Michael Timms described an encounter with Dr. Homer Carter as witnessed by Cedar Hill ISD Special Education Director Kellie Spencer where Dr. Homer Carter displayed anger towards Timms. In a recorded conversation of Michael Timms, he described how during a meeting Carter became so upset and angry that he began throwing papers around on his desk, which was followed by him asking Ms. Spencer to leave the room.

According to Michael Timms, Carter  stood up as if he wanted to fight, and asked Timms if he had a problem with him, and according to Timms he replied to Carter with the same question.  One week later Timms received a letter of reprimand from Dr. Homer Carter for failure to perform his duties.

Michael Timms later filed a level II grievance against Dr. Homer Carter citing retaliation, and anger issues.  In his grievance, Timms described the anger episode that took place in Dr. Homer Carter’s office. Once again Director of School Operation, Mr. Kim Lewis served as the hearing officer, and once again he ruled in favor of Dr. Homer Carter in his findings.

In his findings, Kim Lewis admitted that other principals in the school district has complained about Homer Carter’s use of profanity, along with other issues, but had chosen to look past his bad behavior due to the great knowledge that Dr Homer Carter brings to the school district.

Timms appealed Kim Lewis’ decision to the next level which was attended by attorneys for both parties, and according to a recorded conversation by former Principal Michael Timms, Dr Homer Carter became so angry during the hearing that he had to be calmed down by the school attorney Sandra Carpenter.

Timms described yelling and screaming being made by Dr Homer Carter as he stood out in the hall with the school’s attorney, and once again the school district failed to address Dr. Homer Carter’s issues of anger, and intimidation towards employees of the Cedar Hill School District.

June 2009 former Principal Michael Timms called me into his office and revealed to me a threat made by Dr. Homer Carter to inflict bodily harm to me should I choose attend a planned administrative team retreat held at the Cedar Hill ISD.

According to Timms, Dr. Carter was upset with me for reporting an incident involving him becoming upset and using profanity in the presence of ladies while pounding on a table during a open meeting of all counselors in the school district.  Timms advised me not to attend the meeting for fear of a physical altercation between Dr. Homer Carter, and I.

I notified Director of School Operations Mr. Kim Lewis who was in charge of the Cedar Hill ISD School Police Department, but Lewis failed take actions, therefore I reported the incident to the Cedar Hill Police Department. The incident was referred back to Kim Lewis who delayed discussing the incident until I raised the issue again some 9 mos later, and once again no actions were taken to address the anger issues, and the criminal threat made by Dr. Carter.  Kim Lewis later dismissed former principal  Michael Timms as not being truthful, and said the entire matter had simply slipped his mind.

After following up on a tip with regards Dr. Homer Carter, and a possible existence of a criminal record  I was led to Missouri City, Texas and the Fort Bend County Court House. I came away with the knowledge that the Cedar Hill Independent School District has spent 4 years protecting a man with a criminal record of assault against women including a teacher.

In 2004 Homer Carter was arrested and convicted of causing bodily harm to a female who lived in his household named Wanda Thomas, and according to court documents Carter plead guilty to misdemeanor assault charge which was later changed from a more serious class A misdemeanor which is very close to a felony, but was later changed to a class C misdemeanor.  Homer Carter’s criminal actions is a violation of the Cedar Hill Independent School District’s policy on moral Turpitude, and immediate grounds of dismissal.

The records show that Homer Carter’s criminal record explains the constant issues  he had, and continues to have with regards to anger, threats, retaliation, and violence.  Instead of providing a safe working environment, the Cedar Hill ISD aided and abetted Carter’s criminal behavior by offering him protection provided by both the Superintendent of the school district, as well as the board of trustees by taken actions against all those who chose to report Homer Carter’s criminal acts.

The district went to great lengths to protect Homer Carter including the possible closing down of Beltline Intermediate School after Principal Dr. Dawn Brown filed a grievance against Dr. Homer Carter in August of 2010 citing anger issues, and creating a hostile work environment. After a meeting with attorney Darrell Coleman the attorney from West and Association often appointed by Superintendent Horace Williams to clean up the messes made by his close friend Dr. Homer Carter, Dr Brown appealed  a Level III grievance to the  board of trustee who failed to terminate Dr Homer Carter contract for anger issues, and violation of his growth plan despite having prior knowledge of similar past complaints against Carter .

In 2011 Dr. Dawn Brown’s school Beltline Intermediate School was closed down, and she was out of a job, according to a unnamed source Superintendent Horace Williams, and Homer Carter closed the school down in order to retaliate against Dr. Dawn Brown for filing a grievance against Dr. Homer Carter. It was their way of sending out a strong message to all those who chose to complain about Dr. Homer Carter’s behavior. One source came forward and stated that she overheard Dr. Carter tell former Beltline Intermediate School principal Dr. Dawn Brown that he did not hire her black ass, and he would get rid of her, and it appears that was exactly what Carter did possibly at the expense of the children of the Beltline Intermediate school.

August 11, 2010 Principal Dr. Karen Crow called for a investigation into the total treatment of all employees by Dr. Homer Carter, and she asked that he be removed from his position. Dr. Crow filed a grievance similar to that Counselor Hammond, Principal Michael Timms, and Principal Dawn Brown all raised serious issues about Dr. Homer Carter, and the personal safety of school staff. Dr Crow mentioned attending a meeting with Dr. Carter where he pointed his finger in her face as a manner of intimidation, and as she removed herself due to fear of Dr. Carter, he could be hear screaming as she departed his office.

The school district took some actions with regards to Principal Karen Crow’s allegations towards Homer Carter by forbidding him for visiting her campus so she could feel safe, and some have suggested that race played a part in how Director Kim Lewis dealt with Dr. Crow’s complaint because she was a Anglo administrator unlike Hammond, Timms, and Dr. Brown who were minorities.

Operations Director Kim Lewis got involved and work out a plan to ensure Dr. Crow’s personal safety, and according to an unnamed source, Dr Homer Carter was prohibited from setting foot on Dr Karen Crow’s campus, but as far as a district level investigation into Dr. Crow’s allegations against Dr. Carter the Cedar Hill Independent School District never conducted such an investigation.

The criminal report of Homer Earle Carter speaks for itself, he was arrested for assaulting Wanda Thomas in 2004, and terminated from the Houston Independent School District for violation of moral turpitude and has showed the same contempt for females under his supervision as director of curriculum and Instructions of Cedar Hill ISD.

For his attack and assault on Ms. Thomas, Homer  Carter is less than a man, in fact as far as I am concerned, Dr Homer Carter is nothing but a coward along with Horace Williams who has known for years of Carter’s criminal history, along with the Cedar Hill Board of Trustees who has spent thousands of taxpayer’s dollars to go after all those who tried to sound the alarm about Dr. Homer Carter who is a abuser of women, and a convicted criminal who should have never been hired by the Cedar Hill Independent School District based on his track record.

Attached below is a copy  of the court case of Homer Earle Carter filed in the Fort Bend County Court House in 2005 just before  Carter was hired as Director of Curriculum and Instructions for Cedar Hill isd. The Watchful-eye is calling for the immediate termination of Dr Homer Carter for violation of moral turpitude, and supplying false information on his job application, along with Executive Director of Human Resources Shana Nix, and Director of School Operations Mr Kim Lewis for dereliction of duties by their failure to take action when first notified that Dr. Homer Carter was a threat to the community.

Board members who ignored, and aided in the retaliation against  individuals who reported Dr. Homer Carter’s behavior which would have led to the discovery of his criminal behavior should be asked to resign their positions for failure to protect the employees, and children of the Cedar Hill School District.

We are also calling for the resignation of Superintendent Horace Williams who relationship with Homer Carter goes back to their employment with the Houston IS, and has known for years about Dr. Homer Carter’s criminal record, but failed to take action, or protect the teacher, the students, and the community from Dr. Homer Carter.
