The Watchful-Eye is Calling for the Cedar Hill ISD to Remove Spouse Abuser Dr. Homer Carter Based on Falsification on Job Application
On the date of September 20, 2005 the Board of the Houston Independent School District at its scheduled meeting on the September 8, 2005 acted on the recommendation of Mr. Abelardo Saavedra, Superintendent of Schools notified Dr. Homer Earle Carter of the districts proposal for the termination of his employment in compliance with the Texas Education Code as spelled out for good cause as determined by the school board.
The proposal for termination of Dr Homer Earle Carter’s employment with the Houston isd was based on the finding that Dr Homer Carter was in violation district’s policy on employment of persons with criminal records. According to documents obtained by The Watchful-Eye, Dr Homer Carter on January 25, 2005 pleaded nolo contendere to the lesser offense of Assault, a class C misdemeanor in County Court of Law #2 of Fort Bend County, Texas. The report by superintendent of schools Dr. Abelardo Saavedra stated that Dr Homer Carter was originally charged with a Class A misdemeanor offense, Assault (bodily injury to a family member), but the charge was reduced. The report went on the say that a criminal history review committee met to consider Carter’s record and determined that Dr Homer Carter’s record is in violation of current Board Policy due to the crime being a misdemeanor offense involving moral turpitude.
On July 31, 2006, Dr. Homer Carter resigned his position with the Houston isd as part of a negotiated agreement during a Texas Education Agency termination hearing. In less then six months, Dr Homer Earle Carter was hired as Chief Academic Officer of the Cedar Hill Independent School District despite of leaving, his departure from the Houston isd was for Just Cause as defined as a violation of moral turpitude.
As part of the hiring process of the Cedar Hill Independent School District, all would be applicants are asked questions pertaining to the separation from previous employment as part of the application process. Dr. Homer Carter was was asked to give specific answers such as, A. have you ever failed to have a contract renewed with a school system B, Have you ever been dismissed from employment with a school system C, Have you ever resigned after receiving notice of proposed contract non-renewal or termination D, have you ever been suspended, with or without pay, during an investigation which led to you being given a reprimand for the alleged act for which the investigation was conducted E, have you ever been convicted of, pled guilty to, or pled no contest to a criminal offense involving moral turpitude (including but limited to theft, rape, murder, swindling, and indecency with a minor) Dr. Homer Carter answered no to each question, but evidence provided, and listed above points to the facts that Dr. Homer Carter lied when he stated no on his job application to the questions asked as part of the the Cedar Hill Independent School District’s hiring process.
In the past several years, Cedar Hill isd employees including three principals, and a counselor has asked for a investigation into the behavior of Dr. Homer Carter, but Horace Williams, the Superintendent of the Cedar Hill School District has refused to investigate Dr Homer Carter who everyone knows is his personal friend, and buddy. In fact it was Horace Williams who bought Dr. Homer Carter with him when he arrived, and appointed Homer Carter Chief Academic Officer. Carter and Williams’ working relationship dated back to the days when both men worked together for the Houston isd, and just like Dr. Homer Carter, Horace Williams also has a checkered past based on falsehood as well.
Horace Williams should be held accountable for his hiring procedures, and his knack for hiring controversial figures such as former Lancaster Superintendent Larry Lewis, and Kenneth Groove who departed under allegations of sexual harassment.
Horace Williams and others should be held accountable for the hiring, and protection of convicted spouse abuser Dr. Homer Carter. Since his hiring Homer Carter has continued the same behaviors of using profanity towards staff and the community, along with intimidation, evaluation tampering, and threats of violence against employees of the Cedar Hill isd that led to his termination from the Houston isd.
Documented evidence above has been provided to prove that Dr Homer Carter was terminated from his job with the Houston isd for violence against women which makes him a danger to females everywhere, and proves that Carter lied on his job applications when he applied for his position with the Cedar Hill School District.
We are calling for the dismissal of Dr. Homer Carter, and a independent investigation into how Dr Homer Carter was able to gain employment with the Cedar Hill isd with such a criminal history of violence against women, and other incidents that have not been discussed at this time. We are asking that the Cedar Hill isd board president take control of this situation as a matter of public trust and safety, and ensure that school district policies and standards are fair and equitable for all employees of the school district.
