The Watchful-Eye is Calling for the Cedar Hill ISD to Remove Spouse Abuser Dr. Homer Carter Based on Falsification on Job Application
On the date of September 20, 2005 the Board of the Houston Independent School District at its scheduled meeting on the September 8, 2005 acted on the recommendation of Mr. Abelardo Saavedra, Superintendent of Schools notified Dr. Homer Earle Carter of the districts proposal for the termination of his employment in compliance with the Texas Education Code as spelled out for good cause as determined by the school board.
The proposal for termination of Dr Homer Earle Carter’s employment with the Houston isd was based on the finding that Dr Homer Carter was in violation district’s policy on employment of persons with criminal records. According to documents obtained by The Watchful-Eye, Dr Homer Carter on January 25, 2005 pleaded nolo contendere to the lesser offense of Assault, a class C misdemeanor in County Court of Law #2 of Fort Bend County, Texas. The report by superintendent of schools Dr. Abelardo Saavedra stated that Dr Homer Carter was originally charged with a Class A misdemeanor offense, Assault (bodily injury to a family member), but the charge was reduced. The report went on the say that a criminal history review committee met to consider Carter’s record and determined that Dr Homer Carter’s record is in violation of current Board Policy due to the crime being a misdemeanor offense involving moral turpitude.
On July 31, 2006, Dr. Homer Carter resigned his position with the Houston isd as part of a negotiated agreement during a Texas Education Agency termination hearing. In less then six months, Dr Homer Earle Carter was hired as Chief Academic Officer of the Cedar Hill Independent School District despite of leaving, his departure from the Houston isd was for Just Cause as defined as a violation of moral turpitude.
As part of the hiring process of the Cedar Hill Independent School District, all would be applicants are asked questions pertaining to the separation from previous employment as part of the application process. Dr. Homer Carter was was asked to give specific answers such as, A. have you ever failed to have a contract renewed with a school system B, Have you ever been dismissed from employment with a school system C, Have you ever resigned after receiving notice of proposed contract non-renewal or termination D, have you ever been suspended, with or without pay, during an investigation which led to you being given a reprimand for the alleged act for which the investigation was conducted E, have you ever been convicted of, pled guilty to, or pled no contest to a criminal offense involving moral turpitude (including but limited to theft, rape, murder, swindling, and indecency with a minor) Dr. Homer Carter answered no to each question, but evidence provided, and listed above points to the facts that Dr. Homer Carter lied when he stated no on his job application to the questions asked as part of the the Cedar Hill Independent School District’s hiring process.
In the past several years, Cedar Hill isd employees including three principals, and a counselor has asked for a investigation into the behavior of Dr. Homer Carter, but Horace Williams, the Superintendent of the Cedar Hill School District has refused to investigate Dr Homer Carter who everyone knows is his personal friend, and buddy. In fact it was Horace Williams who bought Dr. Homer Carter with him when he arrived, and appointed Homer Carter Chief Academic Officer. Carter and Williams’ working relationship dated back to the days when both men worked together for the Houston isd, and just like Dr. Homer Carter, Horace Williams also has a checkered past based on falsehood as well.
Horace Williams should be held accountable for his hiring procedures, and his knack for hiring controversial figures such as former Lancaster Superintendent Larry Lewis, and Kenneth Groove who departed under allegations of sexual harassment.
Horace Williams and others should be held accountable for the hiring, and protection of convicted spouse abuser Dr. Homer Carter. Since his hiring Homer Carter has continued the same behaviors of using profanity towards staff and the community, along with intimidation, evaluation tampering, and threats of violence against employees of the Cedar Hill isd that led to his termination from the Houston isd.
Documented evidence above has been provided to prove that Dr Homer Carter was terminated from his job with the Houston isd for violence against women which makes him a danger to females everywhere, and proves that Carter lied on his job applications when he applied for his position with the Cedar Hill School District.
We are calling for the dismissal of Dr. Homer Carter, and a independent investigation into how Dr Homer Carter was able to gain employment with the Cedar Hill isd with such a criminal history of violence against women, and other incidents that have not been discussed at this time. We are asking that the Cedar Hill isd board president take control of this situation as a matter of public trust and safety, and ensure that school district policies and standards are fair and equitable for all employees of the school district.

Not sure, but the evidence speaks for itself, Homer Carter resigned in July 31, 2006 just six months prior to being appointed as Chief Academic Officer of Cedar Hill isd by Superintendent Horace Williams who knew about Carter’s criminal history of abuse against women. The Cedar Hill isd has put its employees in danger by its failure to conduct a simple background check in Dr. Homer Carter
I am pulling my child out of this school district today, and I think if the Superintendent was aware of this man’s past history of violence against woment, then he should resigned his position as Superintendent of the school district.
I told everyone about this man, and the called me a liar, there are a lot of bad things Homer Carter did as principal of W C Williams Middle School years ago including stealing title 1 funds, and using profanity towards teachers, students, and staff. Check into his driving record, he got a DUI
Cedar Hill isd in not a good school because they protect their own at the expense of the teachers. The bullying has been going on for years, and nothing has been done to stop it.
While I was a administrator with the Cedar Hill School District, Dr. Homer Carter would use profanity while threaten the principals with termination. He often belittled several principals especially the African American principals. The man has mental problems, but was protected by administration

I finished reading your book, ‘SOC, Welcome to The Cage, it was sad what the Dallas isd’s assistant superintendent Shirley Ison-Newsome did to that child in order to retaliate against you for reporting academic cheating at that school. I cried when they fired you for reporting the principal for sexual harassment on the behalf of those teachers, and i also cried with tears of joy at the end. I want to thank everyone for their comments regardless of their point of view, and I want to apologize to all those who tried to post a comment and was unable to gain access the problems has been fixed. When I posted the article regarding Cedar Hill School District’s Chief Academic Officer, Dr Homer Carter I was calling for the school district to follow it own policies with regards to this man, and take actions. The documents speaks for themselves, Homer Carter was convicted of violence against women, and resigned his position in July 2006, and 6 months later he was appointed Chief Academic Officer by Superintendent Horace Williams.
The only action the district took to protect the females from the district was to ban Homer Carter from one female principal’s campus, while mandated that someone always be present when Dr. Homer Carter came in contact with another female principal.
Both ladies Dr Karen Crow, and Dr Dawn Brown filed a level 3 grievance against Dr. Homer Carter for anger issues, and creating a hostile work environment, along with other issues. The Cedar Hill School Board had prior knowledge of issues with Dr. Homer Carter, but failed to request a full back ground check on the man.
Director of School Operations Mr. Kim Lewis had first hand knowledge of Dr Homer Carter making threats of violence in the work place, but refused to address the issue for almost 9 months.
Great show, I listen every monday, and the points you make about administrative bullies are spot on. I was once bullied while I worked for a school in Cedar Hill, but my bully was a Principal named Owens-Pickney. She and her group of ran the school like it was their kingdom, and forcing teachers to either cheat on the TAKS test, or look the other way while cheating took place. l could not take it anymore, therefore I left the school district, and education altogether.
You are right about the administration knows the bullying is taken place, and condones the behavior.
I know what you are saying about Deborah Owens-Pinckney. I have never met someone so evil and vindictive in my life. She bullied me as well and treated me like a child. I had to leave. It makes me wonder how unhappy a person has to be with themselves and their lives to treat others so badly.

I heard that Fox4 is airing a story about Dr. Homer Carter abusing women tonight at 9 and 10.
There was a lot of cheating taken place at west under the leadership of Owens-Pinckey, and Carter allows her to bully her staff as long as she produces good test results by any means.
when I was a student at Cedar Hill, I saw mr carter cuss out my principal at the NGC. I felt bad for principal Frazier.
I realize your articles are concentrated on Dr. Carter. In reality, Mr. Williams allowed the abuse, and in essence, is as responsible as Carter. Yes. I filed the grievance and as a result, my entire staff suffered the consequences. Beltline Intermediate School was closed without consultation with the affecterd community before decisions were made. More than 30 people lost their jobs when Williams and Carter could not retaliate against me soley. Thank you for bringing these issues to light.

I have only posted small amounts of information in my possession regarding Dr Homer Carter, and Horace Williams. Dr Homer Carter is a low hanging fruit on the tree.
wow!, cant believe some of the information posted on your page, but the facts speak for themself, as a taxpayer i have been a major supporter of the school district although my kids are all grown up, and live in other places. There are some real concerns about the character issues of the leadership, and some changes need to take place as soon.

Ms. Brown was a great principal, and we need more like her who will be fair, and hold everyone accountable for their actions.
I am pushing for Lewis to be removed from the district! He is worst person that ever existed on this earth. He stood behind the man Ketchum(Bessie Coleman) that made a sexual comment concerning my daughters breast. They sent him home for 3 days with pay. When he returned my child was still in his class after i told them to remove my child out of his class.. I caught hell when i tried to file charges with Cedar Police Dept and was given the run arounds. I think they all need to removed from the top and then replaced some of the rude teachers that are there just to collect a check. By the way, nothing was done and I am still suffering from how i was treated as mother. I feel that none of our children are not safe in this district. A lot of things are pushed under the rug keep digging.
Another person who failed your daughter was H.R Director Shana Nix, it was Nix who placed the man on a 3 days paid vacation for sexual harassment, and failed to conduct a real investigation into the incident.
if we can get Carter out, then the rest will follow! we dont need abusers, losers and liars in our district. i will sign any petition that will remove all of them. They are the one’s that make this district look bad, not our kids as they would always say.
I agree with your comments, and I also think that the parents must speak up, and get involved in order to take the schools back from individuals who do not have the best interest of all students in mind. The district has known for years about the behaviors of Dr Homer Carter, and chose to take no actions to stop him. This experience should open the eyes of everyone about the Cedar Hill isd’s lack of respect for females both young and old.

Steve, thanks for your support, but in regards to your question about someone taken legal actions against me, for years administrative bullies such Homer Carter, and Horace Williams have relied on intimidation to scare and control employees from speaking out about administrative bullying. I have been on the air for almost a year doing my show, and no one has been willing to come on my show and refute any of the articles posted, or segments disgussed on the show. We I post a article on my webpage, or talk about a subject there is usually a lot more information that I do not post, or discuss on the show that I have just in case someone has issues with the content. Each time we do the show, we always offer anyone the oppertunity to either call in, or come on the show and defend their positon.

We as members of the community must make intentions known by not supporting this district until this abuser of women is gone from the district.
I am so glad someone is finally taking action against this district, I was abused in so many ways professionally in cedar hill it is riduculous, I was constantly rejected from the LINC program for no reason and although I was the highest performing teacher in the district and had even presented to the entire group of social studies teachers by invitation of region X, they would not allow me to advance into administration and they even fabricated false evidence against me. I had and still have evidence of thier abuse and harrasment and was told by Shana Nix that the district did not want me there and I have it recorded, and well as video of a meeting I was called into and harrassed by the prinicipal and school police as a favor to another principal, which is now an executive director in a district I wont mention here, Kim Lewis was supposed to have investigated it and his conclusion was it never happened. Well how do you explain the video I have of this meeting. Homer Carter, Horace Williams, the School Board, and Shana Nix were all aware of the harrassment and abuse I endured, but I am the one black balled and can’t find another job anywhere and the certain principal continues to give me a bad recommendation and the only reason I wont send my videos to her current district is because I am not a vengeful and vindictive person. So kudos to you watcful eye. By the way I will be happy to forward my video to you. I can’t go into more detail regarding the nature of my separation due to a nondisclosure agreement I currently have with the district.

Black balled, I glad you decided to post your story on my webpage, but what you are saying is right about the roles of Shana Nix, Carter, Superintendent Horace Williams, and Kim Lewis. A group of individuals including parents, and others have filed a federal complaint with the Office of Civil Rights regarding several issues regarding the Cedar Hill isd. We have an agreement with the Office of Civil Rights to protect the identity of indivduals who would like to be apart of the case against the Cedar Hill School, and I am hoping that you will be willing to be apart of our attempt to bring some serious changes to this school district. I myself have a lot of information regarding my experiences with the district, which is very similar to yours and others who have contacted me. Please hold on to your video, and we can use it at a later date, but I would be open to meeting you and sharing ways to bring about the needed changes of the Cedar Hill isd for the betterment of the children of Cedar Hill.

Why is the local media not all over this story? This man, and others like him is the reason I left the school district. We all knew he had a drinking problems, he was seen at several school events under the influence of alcohol.
