Cedar Hill School District Teacher Placed On Administrative Leave By Administrative Bully, While Administration Stand and Watch

A West Intermediate teacher in the Cedar Hill School District in Cedar Hill, Texas  was placed on administrative leave by Principal Deborah Owens-Pickney. The Watchful Eye has learned that Owens-Pickney is alleging that teacher Stacey Guerrero was possibly cheating on the new Texas mandated test known as the STARR.

In 2009 West Principal Owens-Pickney, and Assistant Principal Phylis Phillips were both involved in a cheating scandal at the same school,  and as a result the school district took steps to rectify the problem by separating the two administrators, but yet no one was placed on administrative leave.

Following the discovery of the  cheating scandal in 2009, Cedar Hill School District’s Director of Curriculum and Instructions, Dr. Homer Carter put some strange measures in place to ensure that the alleged administrative led cheating would not happen again.

The Carter testing measures  made sure that two individuals were in the testing rooms at all times, and that two people had to gather, and return the material to the testing center. Carter also required that a label signed by at least two parties was placed a cross any storage area such as testing rooms, and cabinets to ensure that no one could tamper with testing material.

Some have called Owen-Pickney’s actions a case of retaliation because this is the first year of the STARR test, and the scores will not count towards the school’s rating. The question to ask here, is where is the payoff, and what is the motivation for a teacher to take a chance on loosing her job on a test that does not have any direct impact on her job performance.

Members of the school have said that Owen-Pickey is using the incident involving the teacher as an excuse to get rid of any teachers who speak out about the atmosphere of the school. We plan to reach out to Lulac, an organization that fight for the rights of Hispanic issues, and hopefully get some help for the teacher to force the Cedar Hill School District to place the teacher back at work.

The Watchful-eye has learned from a source inside the Cedar Hill School District that Administrative Bullying Deborah Owens-Pinckey targeted teacher Stacy Guerrero after the teacher discovered for herself,  a couple days later that the students in her class had cheated on the Texas state mandated exam, Mock STARR test.

According to the source inside of the school district it was the teacher herself who reported to the Principal, Owens-Pinckey that students in her class  had cheated on the test.  Owens-Pinckey used the teacher’s own honesty against her to build a case against the first year Cedar Hill teacher.

It is believed that the entire investigation of the teacher was conducted by Owens-Pinckey who simply asked the teacher to leave the room, and asked an open question to the students of the class if the teacher had given them the answers on the exam.  There seems to be a pattern at the Cedar Hill School District where administrative bullies use innocent children to terminate the employment of teachers, and staff who speak out against wrongdoing.

The investigation was reviewed by Owens-Pinckey, and the final decision to place the teacher on administrative leave was made solely by guess who, Deborah Owens-Pinckey.

It appears that the Principal with a history of her own of cheating on the state exam did not want to take a chance of having a teacher on her campus who would report cheating, and not be a so call team player, and  therefore what appears to be a justifiable  administrative act, may be a weeding out process which is a form of bullying with the full support of the entire Cedar Hill School District.

WE  WILL LET OUR VOICES BE HEARD ON   CHANGE.COM, As we demand that Stacy Guerrero get her job back,  and be transferred to another school, or we will let our voices be heard at the ballot box as we vote No against the next Cedar Hill Bond Package.
